AGFEI is more infrastructure-focused and supports the acquisition, improvement, or renovation of facilities and the purchase of relevant equipment needed to conduct agricultural research. It is specifically tied to research that supports tropical and subtropical agriculture, including work on pests and diseases, which are often major constraints in island and warm-climate production systems. While RIIA leans toward education and instructional strengthening, AGFEI emphasizes the physical and technical capacity to conduct research that can directly support resilient local agriculture.

Eligibility depends on which of the two program components an applicant is pursuing, and meeting the requirements in the Request for Applications (RFA) is critical because failure to meet eligibility by the deadline can result in an application being excluded from consideration. For the RIIA program, eligible applicants are institutions of higher education (as defined under section 101(a) of the Higher Education Act) located in an Insular Area and able to demonstrate capacity to carry out teaching and extension in the food and agricultural sciences. RIIA eligibility is broad within that scope: public or nonprofit accredited 2-year and 4-year institutions that offer certificates or degrees in food and agricultural sciences can apply. AGFEI eligibility is narrower: only individual land-grant colleges and universities, or institutions that have obtained land-grant status through federal legislation, located in the Insular Areas are eligible to apply as individual applicants for AGFEI funds.

The Insular Areas explicitly covered are American Samoa; the Commonwealth of the Northern Mariana Islands; the Commonwealth of Puerto Rico; the Federated States of Micronesia; Guam; the Republic of the Marshall Islands; the Republic of Palau; and the United States Virgin Islands. In addition to standalone institutions, separately accredited degree-granting branches within a territory university system may apply and be treated as separate eligible institutions for purposes of both RIIA and AGFEI, as long as they meet the program definitions. Independent branch campuses may also apply and receive awards, again provided they otherwise meet the definition of an eligible institution.

A key administrative requirement is certification of eligibility at the time of application. Non-land-grant institutions must submit a letter signed by the institution's Authorized Representative certifying that the applicant meets the RFA's definition of an eligible institution. The certification must address core characteristics of an eligible institution, including that it admits regular students with a secondary school completion credential (or equivalent), is legally authorized by the territory to provide postsecondary education, offers a bachelor degree program or at least a 2-year program acceptable for full credit toward a bachelor degree, and is public or nonprofit. Accreditation is also required, either through a nationally recognized accrediting agency or through a recognized pre-accreditation status where there is satisfactory assurance the institution will meet accreditation standards within a reasonable time.
